Frage Removing bolt holding top stay (1 Betrachter)

How do I get the bolt out at the top of the top stay mount to change the two middle shim rings? I have heard that the bolt should be split and taken out to the sides. But it seems like it's whole, and I can't get it out on any of the pages. Does anyone know how to do this? It is a 1976 model 5745.
